The B9TL Wrights registered under 3XXX are designated as Bus Service Enhancement Programme (BSEP) buses. They are purchased and operated using government funding for a period of ten years from September 2012. These buses are introduced either progressively on overcrowded routes that require additional buses, or on entirely new routes planned by the Land Transport Authority.

Technical-wise, BSEP registered B9TL Wrights have similar specifications as the B9TL Wrights procured by SBS Transit concurrently:
* Batch One and Two - None
* Batch Three - SBS3300R to SBS3329J
* Batch Four - SBS3330D to SBS3448Z
* Batch Five - SBS3449X onwards

At point of introduction, the interior of BSEP buses have newly designed decals encouraging commuters to move towards the rear. From March 2014 onwards, exterior decals promoting Bus Service Enhancement Programme with the slogan "More Buses, Better Rides" could be found on newly introduced buses.

It is likely that a substantial portion of these BSEP buses, if not all, would be eventually transferred to rival operators and operated under the Government Contracting Model by mid-2016.
